65 deduction% or thermal account?

Who wants to replace a traditional water heater with a more efficient solution by choosing a heat pump water heater can count on two different benefits:

water heaters deductions

  • the Ecobonus, that is a tax deduction of 65%
  • the Thermal Account, that is an incentive paid in the form of an economic reimbursement

What to do to request the subsidy?

The table below summarizes the main features of theEcobonus 2019 and Thermal 2.0 Count with reference exclusively to the heat pump water heater.

It should be noted that the following benefits can also be applied to other types of plants (heat pumps for heating, solar thermal systems, pellet boilers, etc.) that are not the subject of this article.

Savings are guaranteed with the Air Combo PRO

heat pump water heat

Air Combo PRO is the Rossato heat pump water heater.

It is available in three sizes from 100, 200 and 300 liters, all in class A + and with COP greater than 3. All Air Combo PRO models meet the requirements to access the Ecobonus and the Thermal Account.

They are also included in the Catalog of GSE domestic appliances and allow access to the simplified process for the Thermal Account request.

The combination of the Air Combo PRO S with a solar thermal system allows even greater savings.

Ecobonus: 65% deduction for energy efficiency

Deductions and benefitsThe Ecobonus allows the beneficiary to deduct from the taxes the 65% of the expenditure incurred for an energy upgrading intervention through the installation of a heat pump water heater to produce domestic hot water.

Instead of the deductions, the beneficiaries can opt for the transfer of the corresponding credit to the suppliers who carried out the interventions.

The purpose of the intervention is the energy redevelopment of EXISTING buildings (not under construction) equipped with heating systems.

Comparing the costs of the main systems for the production of domestic hot water (ACS), it is evident that the heat pump for sanitary water (PDC ACS) Air Combo PRO is the most convenient solution.

What requirements must the heat pump water heater have:

  • the intervention must be configured as a complete or partial replacement of the old heating system and not as a new installation
  • the water heater must have COP> 2,6 measured according to the EN 16147 standard (as required by point 3, letter c), of Annex 2 to the Legislative Decree 28 / 2011).

What are the fees for which the deduction can be requested:

  • disassembly and disposal of the existing air conditioning system
  • supply and installation of all thermal, mechanical and electronic equipment, hydraulic and masonry works necessary for the proper replacement of the existing thermal plant with a heat pump system
  • any interventions on the distribution network, on the storage systems, on the water treatment systems, on the control and regulation devices as well as on the emission systems
  • Professional services necessary for carrying out the interventions as well as the necessary technical documentation.

Procedure for requesting deduction

Send the descriptive card of the intervention to the ENEA through the dedicated website within 90 days from the end of the works.

The applicant is required to produce and keep the following documentation:

  • supplier certification certifying compliance with the technical requirements indicated above
  • original of the documentation sent to ENEA, duly signed
  • Datasheet
  • invoices relating to expenses incurred
  • receipt of payment showing the reference to the financial law 2007, the number and date of the invoice, the data of the applicant for the deduction (tax code) and the data of the beneficiary of the transfer (VAT number or tax code of the beneficiary)
  • receipt of documentation sent to ENEA (CPID code).

Thermal Account

2.0 thermal account

With the Thermal Account the applicant gets a refund of a percentage of the investment made for the replacement of electric water heaters with heat pump water heaters.

The new Thermal Account (2.0) is a permanent measure without expiration and therefore is not influenced by government decisions, as in the case of deductions. The incentive is paid directly by bank transfer in a single payment and in a short time.

For the replacement of electric water heaters with heat pump water heaters, the incentive is equal to 40% of the expense incurred for the purchase. The maximum incentive payable is equal to € 400 for products with capacity less than or equal to 150 liters and is equal to € 700 for products with a capacity greater than 150 liters.

The amount of the incentive paid to the Responsible Party cannot in any case exceed the 65% of eligible expenses incurred.

What requirements must have a heat pump water heater:

the heat pumps dedicated only to the production of domestic hot water must have a COP ≥ 2,6 measured according to the UNI EN 16147 (DM16 / 02 / 2016 All.2)

What are the costs for which the incentive can be obtained:

  • disassembly and disposal of the existing system
  • supply, transport and installation of all thermal, mechanical, electrical and electronic equipment
  • hydraulic and masonry works necessary for the proper replacement of the pre-existing hot water production plant
  • Professional expenses related to the implementation of the intervention.

Eligible expenses are inclusive of VAT where it constitutes a cost.

Procedure for accessing the thermal account

To access the Thermal Account it is necessary to activate the request procedure on the portal of the GSE within 60 days from the end of the works (in case of request by private subjects). For the public administration the procedure and timing may vary.

Periodically, the GSE publishes a catalog of domestic appliances aimed at producing thermal energy and increasing energy efficiency in compliance with the latest technological standards.

A simplified procedure is foreseen for interventions concerning the installation of devices contained in the GSE Catalog.

The applicant is required to produce and keep the following documentation for 5 years following the delivery of the last installment.

Documentation to be attached to the request for access to the incentive:

  • request for the granting of incentives (generated by the “FER-TER” Portaltermico) to be downloaded, signed and uploaded together with the identification document of the responsible person
  • materials purchase invoices
  • receipt of payment showing the purpose of the bank transfer the reference to the Ministerial Decree of the 16 / 02 / 2016, the number and date of the purchase invoice, the data of the requestor of the incentive (tax code) and the data of the beneficiary of the transfer (batch number VAT or the tax code of the beneficiary). In the case of payment by means other than the bank transfer (leasing, consumer credit, etc.), please refer to the GSE application rules
  • for appliances not included in the GSE catalog: Certification of the manufacturer of the elements used that certifies compliance with the minimum requirements set by the Decree and the relative Application Rules;

Documentation to be kept by the Responsible Person:

  • for appliances not included in the GSE catalog: technical data sheet of the heat generator manufacturer certifying compliance with the minimum requirements of the Decree
  • certificate of correct disposal of the replaced heat generator or a similar document stating that the generator has been delivered to a special disposal center
  • photographic documentation (as indicated in Application Rules of the GSE)
  • declaration of conformity of the plant, where envisaged, pursuant to the DM 37 / 08, prepared by an installer or by the company executing the plant having the professional requirements set forth in art. 15 of Legislative Decree 28 / 11. Please note that this declaration must contain the report containing the type of materials and the design of the plant itself
  • installation booklet, as required by current legislation
  • plant functional scheme
  • relevant authorization and / or authorization, where required by national and local legislation / regulations in force
  • in the case of intervention in buildings subjected to major renovations, a report drawn up by a qualified technician stating the mandatory quota for thermal energy production plants pursuant to art. 11, paragraph 4, of Legislative Decree 28 / 11 and, consequently, the share of the intervention, exceeding the fulfillment of the obligation, which accesses the incentives of the Decree
